Racial Disproportionality



Racial disproportionality in the child welfare system is a primary research area for the Children and Family Research Center (CFRC). This section of the website offers an interactive overview of findings from the annual B.H. Monitoring Report and the HB2914 Racial Disproportionality Report.

CFRC measures racial disproportionality throughout the child welfare system. Every step can introduce racial disproportionality or perpetuate inequality that is already present. Indicators are evaluated by comparing counts and percentages and using measures like a Racial Disproportionality Index (RDI). Together, these indices help demonstrate where and when racial disproportionality occurs in child welfare in Illinois.
